Glocester schedules Dec. 4 public hearing on itinerant vendor and mobile food truck ordinance updates

The council introduced two proposed amendments to the town code on Nov. 6: (1) renumber and clarify the ordinance for itinerant and temporary vendors (hawkers and peddlers), and (2) create a stand‑alone chapter for mobile food establishments (MFEs).
Town Solicitor David and Town Planner Karen Scott explained that the state’s mobile food truck statute allows towns to regulate where and how mobile food vendors operate and to set limits on numbers, hours or locations. The proposed approach pulls mobile food language out of the older itinerant‑vendor ordinance and creates three distinct permit categories: (a) annual permits for individual mobile food operators, (b) temporary event permits for organizers that want multiple vendors at a single event, and (c) mass‑gathering permits tied to the state definition (events with large crowds that trigger additional state requirements).
The council set a public hearing on the amendments for Dec. 4, 2025. Solicitor David and staff said changes will be advertised and that a redline or summary of changes would be provided at second reading so the public can see edits before the hearing.
