County staff said the contract includes an owner27s contingency of approximately 5 percent to cover minor changes during permitting and construction. County management told commissioners the contractor historically returns some contingency dollars and staff expects to manage the budget throughout construction. A motion to approve the owner-contractor agreement, naming Core Construction (DBA Core West Incorporated) as the construction manager and authorizing the county manager to approve contingency change orders within the GMP, passed 5-0.
Commissioners reiterated oversight expectations and asked staff to provide periodic cost updates as the project proceeds through permitting and construction.
The GMP and the authorized contingency approvals are intended to allow the county to execute the construction contract and begin work while maintaining board-level oversight of significant contract changes.
