Planning staff briefed Davidson County commissioners on Nov. 6 about a proposed follow‑up to the board’s spring ordinance amendment that created a new Community Recreation (CR) zoning district. Josh (planning staff) said county staff identified five county‑owned properties that would be logical candidates for rezoning to CR to provide consistent zoning and public mapping of parks and recreational facilities.
The five sites staff identified were: Hughes Park (East Harker Road, Thomasville), Boone's Cave Park, Linwood Park (behind Linwood School on Junior Water Home Road), Southmont Park (splash pad and ball fields near Southmont Elementary School), and West Campus (county facilities). Josh noted that a few county parks are inside municipal jurisdictional areas (for example, Optimus Park in Thomasville and Bombay Park in Denton) and those properties are subject to city zoning; staff recommended discussing consistency and options with city planning staff for those locations.
Staff said the county would prioritize privately‑initiated rezoning applications but would bring the county‑owned parks forward for rezoning when calendar space was available at upcoming meetings (planning staff suggested a January–February window). Commissioners asked whether city jurisdictions have a similar CR district; staff said county CR is unique but agreed to consult with municipal planners.
No formal rezoning actions were taken at the Nov. 6 meeting; staff will return with formal rezoning petitions and advised the board that rezoning county‑owned parks to CR requires public hearings and may be scheduled once meeting capacity permits.
