The Haverhill City Council on Oct. 21 approved a special permit allowing a gym in about 3,000 square feet of 261 Primrose Street.
Applicant Dylan Beaulieu said he moved his business to the property 23 years ago and seeks to rent roughly 3,000 square feet to a gym operator. Planning staff and councilors noted that broader zoning revisions to restore prior, broader commercial uses would require a separate process; for this meeting the council considered only the gym use requested.
No residents spoke in opposition at the hearing. The council voted to allow the gym use by roll call (11‑0). The applicant was advised that if he later seeks a wider range of uses that would require zoning changes, he could return to the council for a separate process.
