Summary

At the start of the meeting Vice Chair Randy Feldman asked staff to circulate a recently published research bureau study, "Overdue for Civilian Oversight," and to place it on the commission’s agenda for the next monthly meeting so members can review it in full. Feldman described the report as comprehensive and recommended commissioners allow time to read the material before the next discussion.
Feldman also raised an outstanding request for redacted police reports that the city manager had agreed to provide about a year earlier. He said a local news item described a private records request that the city law department was fulfilling, and he asked staff to check the status because the commission had not received the redacted materials they were promised when the city manager took office.
The commission did not take a formal vote on policy in response to the report during the meeting, but Feldman asked that staff circulate the materials and put the report on the next agenda so the commission can hear from the city law department or relevant staff at a future session.
