Neighbor concerns: A nearby neighbor, Gina Jamen of 1516 Somerset Avenue, told the council she sometimes hears “constant barking” and asked how the applicant would address noise. Santos said she uses an invisible‑fence system with regular battery replacement, daily collar checks and a double‑barrier loop in the yard to minimize escapes and disturbance. “They do get a beeping noise before getting zapped,” she said, explaining training and containment procedures.
Vote: After brief questions from councilors, the council voted to grant the personal kennel license. Committee and animal control paperwork remains on record.
