DPW committee approves street openings on Somerset and Riverside to serve new housing units

D’Abraham, filing for Dora Estates LLC, requested permission to open Somerset Avenue near the rear of 58 Lawton Street to bring domestic water and fire suppression service to a proposed triplex. Attorney D’Abraham told the committee the road was paved in May 2022 and that the petitioner does not anticipate opening the pavement until spring 2026, shortly before the moratorium on openings would expire. “We would pave curb to curb, with top coat course, and we would heat seal the patches,” Christopher Moniz of Miller River Homes said, describing the proposed flowable‑fill patching, milling and binder/topcoat schedule.
Riverside Avenue: Kenneth Koska, representing KLK Taunton Riverside Ave LLC, requested a permit to cut Riverside Avenue at the rear of 202 High Street to install domestic sewer and water taps. Koska told the committee licensed contractors would perform the work and estimated the site taps could be completed in two to four days, with final mill‑and‑pave scheduled after the project binder course and winter season.
DPW conditions and assurances: DPW staff and councilors pressed for bonding, sequencing (do all utility cuts at once where practical), and inspection by Veolia and city water staff. Both petitioners committed to flowable fill, binder course and final top‑coat paving, with standard bonding protections if a project is not completed.
Votes: Following public input (none for either petition), the DPW committee voted to approve both street‑opening requests.
