Neighbor raises drainage and lighting concerns over 46 Harrison Street project; developer says work meets approvals

A neighbor urged Taunton officials on Oct. 7 to reconsider aspects of a recent redevelopment at 46 Harrison Street, saying drainage, retaining‑wall details, lighting and proximity of the driveway threaten adjacent property.

Helen De Silva, who identified herself as an abutting property owner at 44 Harrison Street, said the project originally permitted for fewer units had been changed to six and that a revived permit had proceeded without adequate notice to neighbors. “The drainage is too close to the property line,” she told the council, and she asked that the retaining wall include a hydronic barrier and that screening and lighting be reconsidered to prevent light intrusion into bedrooms.

Developer response: Christopher Moniz, vice president of development for Miller River Homes, said the project is “in reasonable compliance with the approval dated 10/13/2021” and that the city engineer and building department had certified the work. He told the council the construction included “probably the most extensive underground drainage system we’ve ever done in a parking lot to mitigate any stormwater” directed toward abutting properties, and he said five of six units are sold.

What was not decided: No new vote or change was taken by the council at the Oct. 7 meeting; councilors said they would follow up. Councilor Quintel said he visited the site and would continue to work with the neighbor to address outstanding concerns.
