Blue Fox RV owner proposes phased RV sales and service site; council open to conditional-use path with timelines

Todd Campbell, owner of Blue Fox RV, told the Wellsville City Council on Nov. 5 he seeks to relocate and expand his RV sales and service operations to a commercially zoned parcel in the gateway area (near 11th East and 650 North). Campbell outlined a three‑phase approach: (1) initial placement of RV inventory and minimal site prep and landscaping; (2) pavement and expanded lot improvements; and (3) construction of a large (estimated 18,000–22,000 square-foot) sales and service building with 8–10 service bays.

Campbell said the phased approach reflects the cash-flow realities of a family-owned business and the need to demonstrate two years of financial records for conventional or SBA lending. He said the business currently operates sales and service at separate sites in the valley and expects to grow revenue substantially over several years. Campbell asked the council whether the phased plan could be accommodated. Council members and staff said the development would proceed through the city's conditional-use and permitting process; staff suggested attaching timelines and conditions to protect the city against indefinite delays between phases.

Council members pressed Campbell on site maintenance and the potential for unsightly accumulation of units awaiting repair. Campbell said he intends to prevent long-term storage of junk units, keep the lot tidy and move totaled units promptly after insurance disposition. Staff and council noted that timelines and conditions (and annual check‑ins) could be included in a conditional-use permit.

Council asked Campbell to submit a formal package (site plans, engineering, timelines and financing information) by email. Staff said they will review the materials, outline likely permit conditions and propose time-bound milestones for each phase. No permit was issued at the meeting; council did not vote on the proposal.
