Speakers representing Mission San Jose and neighborhood organizations said an event center could support heritage-based revitalization if it limits outdoor noise, operating hours and parking impacts; several speakers explicitly opposed bingo or gaming operations being included in the permitted uses. The applicant, Peter Garcia, told council his operation has run venues for 40 years and would exceed parking requirements and install landscaping. After public comment, the consent agenda motion passed and item 14 was approved as part of that consent vote.
