The Abilene City Council voted to support Project RISE, a multi‑year initiative led by the Development Corporation of Abilene (DCOA) intended to expand air service and business connectivity, and approved a related revenue‑guarantee agreement that underpins a new United Express service operated by SkyWest Airlines.
Misty Mayo, chief executive officer of the DCOA, told the council the corporation seeks a three‑year budget commitment to reduce the financial risk of launching new flights and to help attract and retain businesses. "Project RISE represents both business attraction and business retention and expansion," Mayo said, noting that DCOA will provide funding and that the city will act as the fiscal conduit.
City manager Emily Crawford said the agreement delegates to the city the role of receiving DCOA payments and paying contractors as needed under the revenue guarantee. Crawford later announced that SkyWest will operate United Express service to Abilene on 50‑seat aircraft, providing two daily flights to Denver and one daily flight to Houston Intercontinental. The service is scheduled to begin March 17, 2026; tickets were announced as going on sale the evening of the council meeting.
Dan Belmont of SkyWest said the airline looks forward to partnering with Abilene, citing expected benefits for both business and leisure travel. "We look forward to this partnership and providing Abilene with expanded and enhanced connections," Belmont said.
Council discussion emphasized economic development and risk management. Council members said the revenue guarantee is structured as a temporary cushion to help a carrier enter the market and that if passenger revenue exceeds projections DCOA would not be required to pay. Mayor and council members acknowledged the broader community and economic benefits of improved air connectivity.
The resolution authorizing the revenue‑guarantee reimbursement agreement passed. Council member Beard abstained from the vote; remaining members voted in favor.
What happens next: DCOA funds will be routed through the city under the terms of the agreement and staff expect SkyWest/United Express to begin ticket sales immediately, with flights starting March 17, 2026.
