Jackson said she has contacted city staff and Water Works by email but had not received a response and that the city ordinance does not explicitly define a ditch as part of a right of way. "A ditch is not nowhere in the definition of the city ordinance right away," she said, and asked the council either to amend the ordinance language or direct staff to work with her to resolve the citation.
A council member acknowledged the problem and said staff would follow up. "Someone on our staff will reach out," a council member said, adding that staff had visited the site and would provide further guidance.
The council did not take formal action at the meeting; the matter was recorded as a public comment and staff follow‑up was promised.
