Logsdon said the proposal mirrors existing personnel conduct rules and would provide clear expectations and enforcement processes for board members. The clerk recorded the vote as 16 in favor, 1 opposed and 1 excuse; board members noted other counties were watching Milwaukee's effort.

The motion does not impose sanctions in itself; it requests staff to prepare a proposed code with human-resources and counsel input for future board consideration.
