The City of San Antonio Building Standards Board on Nov. 6 ordered demolition of the vacant, fire-damaged house at 4631 Caywood Drive, saying the property is a public nuisance that cannot be feasibly repaired at this time.
Dangerous premises officer Jaime Hasso told the board the first inspection was in August 2024 and that photos taken in October and November 2025 show missing siding, rotted framing, holes that let natural light into interior rooms, charred roof members and unsecured openings. Hasso recommended demolition under city code Article 8, Chapter 6, and said no scope of work, financial proof, letter of credit or engineer’s report had been submitted as of Nov. 5, 2025.
Owner Ralph Zamudia, who said he bought the property in 2016, told the board he had pulled at least one permit previously and intended the house as an investment. He said the property had been gutted and kept clean at times but that he had been unable to complete renovations because of business demands. A neighbor, Benny Becerra, submitted written public comment reporting rodent activity, transient use of the structure and a previous yard fire caused, he said, by a makeshift electrical hookup that creates sparks.
Board member Dwayne Nelson moved to find the property a public nuisance under city code and to demolish and secure it within 30 days. Robert Behnke seconded. On roll call the board recorded five ayes; the motion passed 5-2-0. The order requires demolition within 30 days and securing of the site; the board directed staff to coordinate abatement and utility disconnection procedures.
The development-services presentation notes one prior abatement at the address (cost $294) and that the Office of Historic Preservation determined the property is not eligible for historic designation. Staff advised owners that standard post-hearing procedures — including coordination for demolition and instructions on appeals — will be handled by code-enforcement staff.
The board’s action does not itself remove property rights or civil claims; owners may pursue applicable appeals under the code.
