The applicant, Steve Cross of Morgan Taylor Homes, said the developer is converting the area to a lower‑density townhome/duplex layout and finishing partially built elements of the project. "No. Sold. We wouldn't be able to afford to do it otherwise," Steve Cross said when asked whether the duplexes would be sold or rented.
Cross said the change reduces the recorded density to 66 units, improves the financeability of the overall development and will allow completion of existing common area improvements that previously impeded a public report and financing. Don Anderson (engineer) said portions of partially built structures will be finished and the duplex units will resemble other duplexes the applicant is building nearby.
Commissioners asked about RV and boat storage and whether parking stalls should be deeper; staff said the RV/boat storage is located in a designated parcel within the PAD and that parking stall dimensions could be adjusted. Eva Genovese asked a public question about garages; staff confirmed the units will include garages.
After discussion, the commission voted 5‑0 to approve the rezoning and preliminary plat. The staff report contains required conditions for final platting and public improvements.
