Ivins City Council on Nov. 6 awarded a construction contract for the Snow Canyon Parkway and Hamlin Parkway roundabout following a competitive bid process that attracted six bidders.
Public Works staff reported close competition among the top bids and confirmed the city had previously negotiated developer contributions on other roundabout projects. Council discussed vehicle tracking software used by designers to verify turning movements and the need to accommodate large trucks; staff said vehicle-tracking templates and on-site demonstrations had been used on similar projects to validate geometrics.
Councilmember moved and seconded approval of the contract with Progressive Contractors for a construction amount of $1,108,773 and an owner contingency of $120,000, for a total authorization of $1,228,773. The motion passed unanimously.
Staff said the project is intended to be impact-fee eligible and will be reimbursed from impact fees when the transportation master plan and impact-fee eligibility are confirmed. They cautioned that some cash-flow adjustments in the five-year capital plan may be required if the reimbursement timing changes.
