Ivins City Council opened a public hearing Nov. 6 on the updated Stormwater Management Plan required under the city's MS4 (municipal separate storm sewer) permit and later adopted Resolution 2025-22R by unanimous roll call vote.
Tom, the public works director, said the update responds to a recent state audit of the city's stormwater program and ensures the plan includes required elements such as public education, construction-inspection procedures, illicit-discharge detection and employee training. He noted the city now has a full-time stormwater staff member, Caitlin, who authored much of the updated plan.
The hearing drew no members of the public to speak; councilors and staff discussed opportunities for additional public-education partnerships with Ivins-inspired and other community groups. A motion to adopt the updated plan passed on a unanimous roll call.
Tom emphasized the plan enacts state-required items and is not an expansion beyond those requirements. The city also confirmed tracking procedures for SWIP (Storm Water Pollution Prevention) permits for construction sites and the shared responsibilities among building and public-works staff for inspections and final closures.
Council voted to approve Resolution 2025-22R; the roll call recorded votes of "aye" from Councilmembers Anderson, Gillespie, Barton, Smith and Scott.
