The Leander City Council conducted several routine and substantive votes on Nov. 6. Key outcomes:
- Consent agenda (items 10–25): Motion to approve passed.
- Zoning amendment KZ-25-0192 (Journey Bible Church PUD): Council approved an amendment to add LC-2 (local commercial) base zoning on two parcels (~3 acres) so the property can support a swim school and other local-commercial uses. Planning & Zoning had recommended approval; no public speakers addressed the item.
- Special-use permit Z-25-0161 (outdoor sporting activities): On second reading the council approved a special-use permit to allow outdoor sports (soccer, cricket, football and similar activities) on two parcels (~0.6 acres). Some council members expressed concern about using special-use permits as ad hoc fixes but ultimately approved the ordinance.
- Resolution for TxDOT rail-grade separation feasibility study (Crystal Falls Pkwy at US-183): Council unanimously approved a resolution to submit a preliminary application to TxDOT and pursue feasibility work (see separate article for details).
- Administrative approvals: Council approved moving the Feb. 5, 2026 meeting to Feb. 10, 2026 (due to early voting at city facilities) and appointed Council Members Michael Herrera and Andrew Nadine to a subcommittee to review boards, commissions and committees with a 90-day reporting target.
- Chapter 380 economic development: After executive session council approved a Chapter 380 development agreement with East Group Properties LP (EDA-25-010) and authorized the city manager to execute related documents; council took no action on two other projects discussed in executive session (EDA-25-008 and EDA-25-009) and no action was taken on a Titan Leander Land Investors LLC addendum that was discussed.
