McLeod County approves Conditional Use Permit 25-21 for 10-acre gravel pit with 11 conditions

McLeod County commissioners approved Conditional Use Permit 25-21 requested by William Mueller and Sons to operate a new gravel pit, including crushing and stockpiling, on a 10-acre area of a larger parcel. The permit was recommended for approval by both the Clicquot township board and the McLeod County Planning Commission, and the board adopted the permit with the planning commission's recommended conditions.
The approved conditions (as presented) include:
- A bond or letter of credit submitted by December 15, 2025, in the amount of $10,000 ($1,000 per acre). - Hours of operation Monday'Friday 6:30 a.m. to 7 p.m.; Saturday permitted as needed 7 a.m. to noon with 24-hour notice; crushing not to occur before 8 a.m. during operating hours. - Crushing limited to the pit area. - Compliance with National Pollutant Discharge Elimination System (NPDES) requirements and application for a DNR dewatering permit if required. - Conformance with section 16 of the McLeod County Zoning Ordinance and other mining standards. - No stockpiling in the floodplain and restoration of the pit area to a 4:1 backslope for nonfarming use. - County inspection of restoration work before bond release. - Truck hauling signage on Highway 212 when more than 10 loads are hauled per day. - Installation of an 8-foot-high berm on the north boundary of the pit prior to excavation. - Primary haul route specified as Highway 212 south onto Hilton Avenue to the pit access road by easement; a secondary haul route to the south via Hilton Avenue to Glencoe Township-approved property may be used as needed for wet conditions.
The board noted local participation in planning proceedings; the applicant's representative and a nearby landowner attended the meeting. The motion to approve the conditional use permit was moved and seconded and carried by voice vote.
