District facilities staff on Monday outlined options for Phase 4 of stormwater repairs at the North Campus, saying the work should be coordinated with any future parking-lot paving.
Josh, the project presenter, said camera inspections showed the worst pipe conditions at the main driveway heading to the stadium and at a discharge point that leads to an on-site basin. He said phases 1–3 addressed several high‑volume discharge points and the most severely damaged pipes, and that remaining dashed yellow lines on the map represent pipes that have not yet been replaced.
Staff advised the board not to replace trench drains that are embedded in the asphalt surface until the district is ready to repave those areas. "The elevation of the trench drain ties directly to the elevation of the finished paving," Josh said, and replacing one without the other could create alignment and drainage issues.
Board members pressed staff on which areas are a necessity versus what can wait. Josh said the area by the far left of the tennis courts appeared in better condition on the camera survey but cautioned that absence of sinkholes does not guarantee a site will remain stable: "There could potentially be a sinkhole that results from piping conditions in this portion," he said.
Staff also reviewed prior paving estimates from the district capital plan. Maggie referenced a pre‑COVID estimate showing a multi‑year paving program of about $3.3 million and described a broader estimate that approached $4 million when the site was broken into multiple pockets. Josh recommended additional core testing to decide whether a mill-and-overlay (top-layer rehab) would suffice in some areas or whether full reconstruction is required in others.
The board asked staff to parcel the north parking area into three to four sections (library side, front of the high school, and front of Lehman, with an optional fourth pocket) and to return with cost takeoffs for both full‑profile reconstruction and mill-and-overlay scenarios.
No formal vote was taken on Phase 4 at Monday’s meeting; staff will return with segmented cost estimates and a recommended priority list.
