Oak Creek Common Council approves final payment for police lot, subdivision agreement and vendor report

The Oak Creek Common Council on Nov. 4 approved several routine measures by roll call, including final payment authorization for the police department parking lot project, a subdivision development agreement for 9025 South Nicholson Road and acceptance of public improvements for the Hub 13 multifamily project. The council also approved license committee recommendations and a vendor summary report totaling $629,710.49.
Assistant City Administrator and City Engineer Matt Sullivan presented the parking-lot item, saying the work was completed and punch-list items were finished. "This was our first phase of replacement of the Oak Creek Police Department parking lot," Sullivan said, adding that the project was done under a Green Solutions program through MMSD and was "probably approximately 95 or so percent" grant-funded. The resolution (listed in the meeting packet as resolution 12630-110425) accepted workmanship by Volcom Excavating and Grading Inc. and authorized final contract payment under project number 24003. The motion carried on a roll call that recorded Ayes from Aldermen Gale, Guzikowski, Loric and Marshall.
Sullivan described the AllMags subdivision development agreement as a completion of the Eastbrook subdivision and an extension of Arbor Creek Court. "There'll be 7 lots, 3 out lots, a few stormwater ponds," Sullivan said, and noted the agreement sets out mutual responsibilities for the city and the developer, including inspections and reviews. The council adopted the development-agreement resolution (resolution 12631-110425) for the development located at 9025 South Nicholson Road by roll call; recorded Ayes included Guzikowski, Lohr, Marshall and Gale.
On the Hub 13 item, Sullivan said the multifamily development off 13th Street north of Drexel was completed a few years ago and that the public improvements remain in good working order. The council approved a resolution accepting dedication of the public improvements and releasing the developer from the development agreement. A roll call recorded Ayes from Aldermen Lohr, Marshall, Gale and Guzikowski.
The council also considered the license committee report and moved to grant the license requests listed on the Nov. 4, 2025 committee report; a roll call recorded Ayes from Marshall, Gale, Guzikowski and Blorek. The vendor summary report for Oct. 29, 2025, in the amount of $629,710.49 was then approved by roll call; recorded Ayes included Gale, Guzikowski, Florrick and Marshall.
The council voted to convene a closed session under Wisconsin Statute section 19.85 to consider a claim submitted by Ted Lapela regarding audio-equipment damage allegedly sustained Oct. 25, 2025, and to consider employment, promotion, compensation or performance-evaluation data for water and sewer utility management staff. The closed session was convened; the body later reconvened in open session and the clerk moved to adjourn with the meeting ending after a final roll call.
The approvals were procedural and passed with no substantive public debate recorded in the meeting transcript. Where staff provided detail, the council accepted staff recommendations.
