Commission recommends approval for 10,000 sq ft daycare at 100 Creative Way with variances

The Woodstock Planning Commission unanimously recommended City Council approval of three variances to permit a proposed single-story, 10,000-square-foot daycare at 100 Creative Way, a site constrained by stream buffers, a 25-foot transmission easement and on-site utility infrastructure along the Highway 92 frontage.
Staff planner Natalie explained the site has three frontages (Highway 92, Laurelwood Drive, and Creative Way), significant easement and utility conflicts along Highway 92, and stream buffers to the north that preclude development in the upper portion of the parcel. The applicant’s plan focuses development south of Creative Way and proposes an access drive from Creative Way, a 42-space parking area and a retaining wall where grade requires. The applicant intends to develop the parcel in phases and to reserve the west portion of the lot for a later phase.
Three variances were requested: to allow an accessory shade structure/play area in the Creative Way front yard, to permit fences up to 6 feet 6 inches in a front-yard location along Highway 92 and Creative Way, and to permit an alternate sidewalk/landscape configuration along Highway 92 where utility conflicts exist. Staff and the Development Planning Committee recommended partial approval with conditions: allow the structural and fence relief, require modifications and tree-planting elsewhere on the site where Highway 92 streetscape standards cannot be met, require phase 1 infrastructure be provided for the entire site and prohibit chain-link fencing visible from the right-of-way.
Applicant Bhavesh Mehta described his existing Georgia daycare operation, employment contributions and design goals (playgrounds accessible directly from classrooms). Mehta told commissioners the planned fence would be a black metal picket style, not chain link.
No members of the public signed up to speak. Commissioner Lindquist made the motion to approve staff’s recommendations (the redline revisions provided by staff), seconded by Commissioner Laney; the motion carried unanimously. The item will be transmitted to City Council for final action, with conditions that require site-plan-level compliance for sidewalks, stormwater, utilities and landscape screening.
