Board grants special permit for small accessibility addition at 23 Hollis Street

Michael Wiggins and his wife, Gail Lemley Wiggins, sought a special permit to add a one-story 61-square-foot addition (4.11 ft by 14.92 ft) at the left rear of their single-family home at 23 Hollis Street to make a first-floor bathroom accessible and accommodate a washer and dryer.
Mr. Wiggins told the board the project will largely observe the existing nonconforming footprint, involves a single-story extension below an existing window and skylight, and will not add bedrooms or change parking or traffic patterns. He submitted architectural elevations and photos showing the location and scale of the addition. The applicant also filed four letters of support from immediate neighbors (Annette Evans; Yvonne O'Brien; Fran Cronin; Heather Kelly and Nicholas Ross).
Chair Jim Monteverde read the zoning criteria for a special permit under sections 8.22(0.2)(d) and 10.43 and sought assurance the project met the standards. Monteverde moved to grant relief conditioned on compliance with the submitted drawings titled “Wiggins residence” prepared by Chan Mok Architects dated 08/26/2025 and incorporation of the supporting statements and dimensional form.
On a voice vote the board recorded five votes in favor and granted the special permit. No members of the public spoke at the hearing and no objections were entered on the record.
