Lebanon County approves personnel actions, telecommunicators contract, holiday change and EAP renewal

The Lebanon County Board of Commissioners on Thursday approved a slate of personnel transactions, a collective bargaining agreement for emergency telecommunicators, and countywide employee-benefit changes.
Josh Navey, director of human resources, and Leigh Ann Shea, deputy director, presented a list of personnel transactions that included multiple resignations and terminations and recommended hires and promotions across county departments. The board voted to approve the personnel list as presented.
The board approved a four-year collective bargaining agreement between Lebanon County and the Chocolate Workers Union (telecommunicators) effective Jan. 1, 2025, through Dec. 31, 2028. Highlights listed in the contract packet include a new wage scale, an increase in on-call pay to $25 per shift, no change in health-insurance deductibles or copays, a spousal carve-out for newly hired employees, addition of dental insurance, and an increase in life-insurance coverage to an amount up to annual salary with a $50,000 maximum.
Commissioners approved reclassification of the first deputy of tax claims/second deputy treasurer position to director of tax claims/second deputy treasurer at grade 14 on the non-union salary chart (position to remain 37.5 hours per week), effective Nov. 9, 2025. The board also approved several promotions and biweekly rates as read into the record.
On salary-board matters, commissioners approved a one-time $10,000 longevity/retention payment to a senior deputy district attorney and approved an addition to the county holiday schedule: if Christmas Eve falls on a Monday through Thursday, county offices will close at 12 p.m. as a paid half-day beginning in 2026.
The board voted to enter a one-year contract with Mazzetti and Sullivan for the county's employee-assistance program, effective Jan. 1, 2026, through Dec. 31, 2026, at $1.75 per person per month (estimated annual cost of $13,444). The EAP was described in the packet as offering confidential mental-health services, financial guidance, legal aid, and crisis intervention.
A proclamation honoring First Assistant District Attorney Brian Diedrich and noting his resignation effective Nov. 14, 2025, was read and approved by the board; several commissioners and county staff offered remarks thanking him for more than two decades of county service.
All of the personnel, contract and salary-board items in this package were approved by motion during the meeting.
