San Marcos council approves Cotton Center ETJ release, appoints library board member and names staff rep for regional EDP board

San Marcos — The San Marcos City Council on Nov. 5 voted to approve an agreement to mutually terminate and reinstate the Cotton Center development agreement and to release approximately 17.86 acres of land in Caldwell County from the city’s extraterritorial jurisdiction.
Council considered Resolution 2025-212 (title read into the record) and voted to approve the agreement to terminate an amendment and to reinstate the Cotton Center development and consent agreement. The mayor called for a motion and the resolution passed 7–0.
Council then addressed a vacancy on the library board. Councilmembers nominated and selected David Morgan to fill the position; the nomination and subsequent confirmation were recorded on the meeting record. In addition, the council moved to nominate a representative and a staff member to serve on the Hays‑Caldwell Economic Development Partnership board. Councilmember Garza volunteered for the council seat; the city manager nominated Assistant City Manager Rodney Gonzales as the staff representative. Those nominations were recorded and votes taken as part of the meeting.
