City planning staff presented an amendment to Somervilles zoning ordinance that would make pre-submittal meetings optional for most permit types while preserving mandatory pre-submittal meetings for the two most complex permit categories: subdivision plan approvals and master plan special permits.
The proposal, described in a two-slide staff presentation, would keep pre-submittal meetings available for applicants who want them but remove the requirement for routine cases such as many special permits, site-plan approvals, variances and wireless-communications permits. Staff noted operational reasons: in 2024 roughly 42% of pre-submittal meetings involved applicants already familiar with Somervilles zoning (engineers, architects, regular firms); that figure rose to 64% in 2025, suggesting many required meetings add time without changing outcomes.
The amendment also includes administrative cleanup: standardizing language for permit duration and extensions to reflect the Citys CitizenServe filing system, and correcting ordinance language on administrative appeals from a 20-day to 30-day period to match state law.
Attorney Adam Dash testified in support during the public hearing, saying required pre-submittal meetings often delay projects and add cost for applicants who already understand the code. The chair closed the hearing and left written comments open through Nov. 21. No final vote was taken; the item remains in committee for further consideration.
