Board approves unauthorized procurement with Brown’s Enterprises to restore elevator emergency phones

The Board of Estimates approved an unauthorized procurement with Brown’s Enterprises Inc. (SB2513764) on Nov. 5, 2025 to cover emergency elevator phone maintenance and installation.
Deputy Director Terrell Chesson and DGS facilities staff said the city had been using a contract intended for data cabling to pay for elevator emergency phone services; the work was outside that copper‑cable contract’s scope. Chesson said the agency stopped using the incorrect contract once the error was discovered. Facilities chief described the vendor as providing “emergency elevator phone maintenance, repair, and installation, which is crucial for our cabs having the phone services for emergency purposes.”
Adam Manning, chief procurement officer, said a request for qualifications and an emergency contract request had been submitted and that the Bureau of Procurement expected to have a valid contract in place before the end of the calendar year or early in the next year. The clerk’s opening statement earlier in the meeting listed the unauthorized procurement amount at $97,447.
A motion to approve the unauthorized procurement was moved, seconded and approved by the board by voice vote. DGS said it will document corrective steps, adopt procedures to prevent out‑of‑scope use of contracts and coordinate with the Department of Telecommunications on technical aspects where applicable.
