The Board of Estimates on Nov. 5, 2025 approved a Baltimore Bureau of the Budget and Management Research (BBMR) request to carry forward $12,900,000 of unexpended general‑fund appropriations from fiscal year 2025 into fiscal year 2026.
Laura Larson, Baltimore’s budget director, told the board the carryforward request covers nonpersonnel balances that are timing‑related and likely to be spent in FY2026. Larson said the action applies only to general‑fund accounts; capital and grant funds are multi‑year and were automatically carried forward. The director told the board the carryforward does not change recurring personnel funding and is intended to avoid creating a “snowball” of recurring appropriations.
A motion to approve the action was moved, seconded and approved by voice vote. No roll‑call tally was given in the transcript.
