Planning staff reports permit totals, trail progress and new pond ordinance

Planning staff presented monthly and program updates to the commission, including permit and inspection totals through October and recent policy actions taken by the county commissioners.
Staff reported 712 permits filed through October (250 building, 216 electrical, 77 HVAC, 71 plumbing, 57 certificates of occupancy and 41 demolition permits) and $133,778.59 in total permit fees collected. Inspections completed through October totaled 1,364 (524 building, 354 electrical, 186 plumbing and 143 HVAC, plus 157 complaints investigated).
Staff said the Metropolitan Planning Organization updated the public transit human services transportation coordination plan, a required document every three years so that the local transit system, MITS, remains eligible for federal funding. The MPO also supports projects such as Kitzelmann Trail Phase 3; staff attached a newsletter item describing trailhead and bridge progress.
The county commissioners enacted a new Delaware County pond ordinance after two readings, and staff provided a copy in the meeting packet. Staff also summarized SS4A grant work: the third committee meeting concluded the previous night and the consultant is compiling crash data to identify safety hot spots and candidate intersection improvements.
Staff noted recent conferences attended by planning staff (APA and MPO conference) and training hosted by Ashton Land Surveyors for county staff on survey topics. The commission approved its proposed 2026 meeting schedule.
