The Fulshear Planning and Zoning Commission on Nov. 7 approved the preliminary plat for Fulshear Lakes Lakeside Park Sections 5, 6 and 7, subject to conditions requiring the applicant to address floodplain mitigation and to review street naming/addressing in Section 7.
Commissioners discussed that a large portion of Section 6 lies within a flood zone. The commission noted that some lots likely would need substantial fill — commissioners referenced 8 to 10 feet as an example — to reach base flood elevation, and they questioned whether the usual practice would be to raise lots and pursue a letter of map revision or to leave lot elevations unchanged with potential higher flood insurance costs for buyers. The commission asked staff to ensure civil plans are reviewed and to follow up with engineering staff about mitigation and map-change procedures.
The applicant’s representative told the commission that most outstanding comments are the same across the three sections and that the developer must complete plat note number 3 before submitting a final plat. Commissioners also asked the applicant to be more consistent in labeling flood-zone areas on the plat (for example, indicating whether Zone X is shaded or unshaded) so prospective buyers have clear information before purchase.
A separate concern centered on addressing in Section 7. Commissioners said that naming a loop road the same throughout the section (referred to in the meeting as Axel Flower Loop) could create duplicate addresses or slow emergency response; the commission asked the developer to review addressing and street names to avoid public-safety or numbering conflicts.
A motion to approve the preliminary plat with the stated conditions passed unanimously. The commission’s action was framed as a preliminary approval with explicit contingencies — completion of the listed plat note, clear flood-zone labeling, demonstrated floodplain mitigation or plan for elevation changes, and a review of the Loop Street naming/addressing in Section 7 — before submission of a final plat.
