Goodhue County will give notice to the State of Minnesota that it will terminate the ICWIC (Institution Community Work Crew) contract effective Dec. 31, 2025, the board decided on Nov. 4.
Stacy Lance presented the item, saying the county has established its own sentence‑to‑serve program after the state eliminated a related program; the county currently has a 20‑hour‑per‑week ICWIC contract through the correctional facility that runs into 2027. Staff said giving notice could provide budget savings — staff cited roughly $54,000 annually — because the county-run program will supply comparable hours for county public works and facilities. The board also discussed that the county has charged other entities for crew work in the past and plans to update its fee schedule for county‑run crews (proposed increases noted for 2026).
Board members asked whether other entities might contract for the state crews; staff said other local entities (including the City of Red Wing) had expressed interest in contracted time. After discussion, a motion to terminate the ICWIC contract effective Dec. 31, 2025 was moved and seconded and carried by voice vote.
