Board adopts DDA recommendations to reclassify county positions and add new roles

On Nov. 4 the Goodhue County Board of Commissioners adopted a series of personnel classification adjustments recommended by DDA after a market analysis and review of job descriptions. The personnel committee had reviewed the recommendations prior to today’s meeting.
DDA representatives said the annual review evaluates education, experience, managerial responsibility, problem solving, and working conditions to place positions appropriately on the county salary grid. The board adopted proposed reclassifications that included, among others, HR generalist (01:12 to 01:13), HRIS/payroll analyst (01:10 to 01:11), HR specialist (01:10 to 01:11), HR manager (01:17 to 01:18), probation officer (01:12 to 01:13), court services director (01:17 to 01:18), several accounting positions, tax and election manager, appraiser 2, property transfer specialist, and the land use management director (01:18 to 01:19).
The board also approved several new job classifications placed on the grid, including HHS deputy director, chief deputy surveyor, and an evidence‑based practices coordinator. DDA said the process includes an appeal step with supervisors and department heads and is intended to maintain market alignment, support career ladders, and reduce large wage gaps over time.
The motion to adopt the reclassifications was approved by voice vote.
