California City council approves check register; public commenter urges council to put energy microgrid LOI on future agenda

The California City Council unanimously approved the check register during its Nov. 3, 2025 special meeting and then heard public comment urging the council to consider a nonbinding letter of intent (LOI) for a proposed community microgrid.
During public comment Mike Echols of the California City Development Association (CCDA) asked the council to place an LOI for a developer-proposed microgrid on an upcoming agenda. Echols said the project could develop local energy resources, reduce residents’ energy bills and provide recurring revenue to the city without requiring up-front city funds; he characterized the proposal as a public–private partnership and asked the council to put the LOI on the next council agenda. A councilmember moved to approve the check register; the motion was seconded and the clerk recorded a roll-call vote of yes from Council Member Clark, Council Member Smith, Mayor Pro Tem Creighton and Mayor Hawkins. At the meeting’s conclusion councilmembers asked staff to agendize the LOI for a future meeting so the council can take a deeper look at the proposal.
