The New Rochelle Zoning Board of Appeals approved an attic conversion at 120 Rose Hill Avenue that will add about 420 square feet and create an additional bedroom.
Architect Anthony Anderson said the homeowner, Sarah Salati, has lived in the house since 2018 and needs the attic space to give her older child a private bedroom. “The proposed attic addition is 420 square feet and increases our floor area to 3,411 for a FAR of 0.47,” Anderson told the board, noting the project does not change the house footprint or add impervious surface.
Anderson explained the property was already nonconforming because floor area now includes finished basement space. He said a 2008 rear addition and inclusion of basement area in current calculations left the house over the allowable FAR; the attic conversion increases an existing nonconformity rather than creating a new footprint.
A rear neighbor, Steven Cirillo of 85 Norman Road, asked where the dormer would be located; the architect said the dormer is centered on the rear elevation and the windows shown are for a staircase. Cirillo said he did not object.
A board member read the balancing test into the record, noting the proposal maintains the existing footprint, will be below the roofline at the front elevation and is consistent in scale with neighboring homes. The board approved the application by roll call.
