Council approves consent agenda; asbestos abatement pay request pulled for clarification
Summary

Consent items read into the record included approval of the agenda, minutes of the Oct. 20, 2025 meeting, and the treasurer's report of claims totaling $2,115,383.27. Other line items included vendor claims and pay requests: Envision Landscapes LLC $840; Boswell $5,515.62; Board of Public Works (BPW) report $1,089,554.74; change order #1 (increase $15,752.47) and final pay request #2 $375,863.63 to Catherine Sons Construction for the Mill and Overlay Paving Project 2025; final pay #5 $29,013.06 to Emmy Collins Contracting Company for Beatrice Lincoln Street improvements; pay requests to Van Kirk Brothers (227,733.02 and 430,115.71) for Crow Crossing and Heritage Heights projects; McGill Asbestos Abatement LLC pay request $68,950 for Dempster asbestos abatement; funding request $10,000 to Beatrice Senior Center for new carpet as recommended by the Beatrice Plus Advisory Board; and other routine items.
A council member who pulled Item m emphasized the public should understand asbestos remains in standing building roofs and some demolition will require additional abatement costs. Staff explained there are different asbestos conditions and that much material is encapsulated in tar and not likely to become airborne; contractors will bag roofing material and dispose of it at the city landfill as allowed. After clarification, the consent agenda (minus the pulled item) was approved and the council later approved the pulled item following discussion; abstention(s) were recorded on Item f before final tallying.
All consent agenda motions and listed pay requests were adopted as presented, with final vote tallies announced in the meeting record.
