Layton adopts municipal code changes to implement Senate Bill 104 terminology for lot-line adjustments

The Layton City Council unanimously adopted two ordinances implementing changes required by Senate Bill 104 (2025) that revise municipal terminology and procedures for boundary and lot-line adjustments.
Weston, planning staff, explained the state's revised terms: "boundary establishment" (used when a boundary is ambiguous between property owners and recorded at the county), "simple boundary adjustment" (an administrative staff process when public utility easements are not affected), and "full boundary adjustment" (a plat-based process when easements must be vacated and reestablished). Weston said the city’s existing procedures already matched the state’s goals; the ordinances update terminology, align the municipal code with state statute and recommend removing overlapping language from engineering development guidelines.
The planning commission had reviewed and unanimously recommended the municipal-code changes. With no speakers at the council public hearing, the council closed the hearing and adopted ordinances 25-22 and 25-23 by unanimous roll call.
Staff said the change is largely procedural and is intended to streamline how certain plat amendments and easement vacations are processed administratively rather than requiring repeated council review.
