Commission approves two textile-recycling collection sheds at local churches under code waiver

The City of Eustis approved two resolutions permitting textile-recycling collection sheds at two local church properties under a city ordinance that limits the number, size and placement of such collection bins.
Staff presented Resolution 25-90 to authorize an 8-by-14-foot textile collection shed installed at Life Community Church (2910 Dillard Road) and to waive several development-code requirements including the permitted maximum dimensions and color/signage standards in Ordinance 21-07. Staff said the church had not sought prior approval before placing the structure; staff recommended a conditional waiver tied to a valid business/tax registration (BTR), routine maintenance, required owner contact information on the structure and repeated inspections.
The commission moved and approved Resolution 25-90 by roll call. Staff then presented a similar waiver request for Resolution 25-91 to allow a like structure at Eustis Church of the Nazarene (480 County Road 44). Staff said that one is sited more than 150 feet from the road, meets the church's community-service use, and will be maintained by the church through a third-party textile collector that shares proceeds with the church. The commission approved Resolution 25-91 in a subsequent roll-call vote.
Staff and commissioners stressed they were acting to balance the city's prior problems with unauthorized and unmaintained collection boxes with the churches' stated maintenance commitments. The city code caps the total number of approved textile-collection locations at four; staff said approval of the two churches brings the approved total to three and that any future sites would require separate commission action.
The resolutions require the churches to keep collection areas clean, display owner contact information and maintain valid registration with the city; staff said code enforcement will monitor compliance and may revoke approval for repeated violations.
Provisions and approvals: the commission approved both waivers with standard conditions for maintenance and registration; staff will return any code noncompliance to the commission for further action.
