The Board of Selectmen considered three reappropriation requests for projects whose original appropriation expired under town policy. Two items — a Parks & Recreation garage ventilation project and a Meadows facilities maintenance project (each $10,000) — were tabled to allow staff to provide more detail about scope and why the work was not completed within the original appropriation window.
Finance staff explained the policy: any capital project with no spending in three years is automatically closed and the department must request reappropriation if it wants to continue to hold the funds. Amy Merriweather explained that departments had asked to reappropriate their previously allocated funds; she said this action is not a request for additional money but a request to reassign already-appropriated funds.
The board approved a reappropriation of $75,000 for the Terafill Pavilion repairs project (Terafill/Tariff/"Terafill" pavilion referenced in packet) by voice vote; the two smaller projects were tabled and staff were asked to arrange department representation to answer specifics at the next meeting.
