Planning commission approves Chi Phi fraternity special-use permit at 915 S. Main

The Mount Pleasant Planning Commission voted Nov. 6, 2025, to approve SUP 25-12, allowing the Chi Phi fraternity to register 915 South Main as a Registered Student Organization (RSO). The action followed a staff presentation finding the existing two-story house and rooming dwelling met ordinance standards and the city's mixed-use medium future land-use designation.

Planning staff, represented at the podium by Miss Pobodyka, said the building is licensed through the fire department for up to eight unrelated occupants and provides off-street parking for nine vehicles accessed by a public alley. Staff said the applicant is not proposing any exterior alterations or increases in occupancy and is seeking the SUP primarily to legalize the RSO status and to allow signage on the structure. Staff also reported seven existing RSOs within 300 feet of the property and concluded the use is consistent with adjacent parcels and zoning.

Applicant David Hunt, appearing remotely, confirmed the fraternity currently occupies the building and had no additional changes to present. No members of the public registered comments during the hearing.

A commissioner moved and the commission seconded the motion to approve SUP 25-12; the motion passed by voice vote.

The approved permit is recorded as SUP 25-12. Staff noted that if the organization later ceases to be registered, the dwelling would revert to its rooming-dwelling status under the rental-license rules.
