Cass County EDC forms subcommittees; Brownfield assessment grant and housing study LOI planned

Commissioner Tom Langley reported that the Cass County Economic Development Corporation (EDC) and Brownfield Redevelopment Authority formed four subcommittees to focus on county economic and redevelopment priorities.
Highlights from the report:
• Brownfield Redevelopment Committee: Reviewed responses to an RFP for qualified environmental professionals to administer the county’s $300,000 EPA Brownfield assessment grant. The committee recommended Fishbeck due to familiarity with Cass County and project areas identified.
• Housing Redevelopment and Restoration Committee: Plans to submit a letter of intent to the Office of Rural Prosperity this winter requesting funding to support a detailed housing study. The study would expand on the county master plan’s housing inventory and provide data to help local units pursue future development grants.
• Revolving Loan Fund Committee: Considered a loan program to invest in local economic development but decided not to move forward at this time due to limited administrative capacity and challenges observed in neighboring counties; the committee is on pause.
• Marketing and Tourism Committee: Reviewed a promotional video and drafted a list of county attractions; the committee plans to develop a county webpage promoting tourism and local amenities.
Commissioners and staff said the housing study would help identify needs, affordability gaps and improve competitiveness for future grant funding.
