Planning staff updated the board on a diagnostic review of the county’s comprehensive plan by the Berkeley Group and proposed a phased amendment approach.
Staff said required state code updates include revised transportation components, additional manufactured housing language and new broadband and resiliency elements; staff noted that the county’s recent work on installing broadband and its current water projects mean some comp‑plan language already aligns with state expectations.
Because of timing associated with the county’s water authority and pending changes to water‑service districts, staff recommended addressing the service‑district and water‑connection language first and then proceeding to a second phase that would handle additional mapping and policy updates; the planning commission will review drafts and public engagement will follow.
On appointments, the board appointed Tyler Crittendon (Pinetop district) and Tammy Putney (Saluda district) to the planning commission by unanimous roll‑call vote.
