Cass County board authorizes negotiations with interim administrator Jennifer Renfro; motion passes 7–1

The Cass County Board of Commissioners voted to authorize negotiations on an employment agreement with interim administrator Jennifer Renfro, moving the county closer to appointing a permanent administrator.

Commissioner Tom Langley moved to “authorize Chairman Jones and his designees, Human Resources Director Veil and County Attorney Carrie Carl, to enter into negotiations with Jennifer Renfro to develop an employment agreement for the administrator position contingent upon final approval of the proposed employment agreement terms by the Cass County Board of Commissioners.” The motion received a public “support” and then was approved by roll-call vote, 7–1.

Why it matters: the county administrator is the board’s chief executive for county operations. Authorizing negotiations begins a process that, if finalized, will replace the interim appointment with a contracted administrator and may prompt a separate search for a new finance director, a staff need several commissioners raised during discussion.

Board discussion and legal guidance: Commissioners debated whether the county should post the position publicly or promote from within. County Attorney Carrie Carl told the board the county has discretion on process: “The answer to that question is yes. The board can,” and cited MCL 46.11 as the statutory authority giving the board power to appoint officers the board is authorized to appoint. Carl explained that, while nonunion hiring is typically posted and processed through the personnel office, the administrator is an appointed position and the board may choose whether to post it publicly.

Several commissioners said they favored Renfro based on her performance as interim administrator; others emphasized the need to ensure continuity in finance staffing if Renfro is hired. Commissioners asked staff to proceed with negotiations and return a proposed contract to the board for a public vote.

Formal action recorded: the board’s motion authorized Chair Jones, the human resources director Veil, and County Attorney Carrie Carl to negotiate terms with Jennifer Renfro, contingent on the board’s final approval. The motion passed 7–1 (Commissioner Grice recorded the lone no vote). The board directed that any negotiated contract be returned to the board for a separate public vote.

Next steps: negotiations will proceed under the chair’s designees; any finalized employment agreement will be presented to the board for a public decision.
