Council approves conditional-use permit for bookstore-cafe at 440 Plaza allowing on-premises alcohol

The City of Killeen on Nov. 4 approved a request to allow on-premises sales of alcoholic beverages in a bookstore-cafe proposed for a suite at 440 Plaza, locally addressed as 1044 South Fort Hood Street.
Planning staff said the applicant requested a conditional-use permit along with a zoning clarification in a primarily commercial zone; the application packet described the establishment as a bookstore and cafe that would serve alcoholic beverages as a secondary offering. Staff sent notices to owners of 15 surrounding properties; as of the staff report one written support and one written opposition had been received.
At the public hearing applicant Theresa Lau explained the plan and answered council questions. Council voted to approve the ordinance amending the zoning for the 0.04-acre suite to allow the conditional use. The motion to approve the item was made and seconded during the meeting and the council subsequently adopted the consent agenda which included the zoning action; the consent package passed 7-0.
Staff noted the conditional-use permit would be subject to standard CUP conditions and administrative requirements for on-premises alcohol sales; the applicant and staff will coordinate required permits and inspections with city licensing and code enforcement.
