Airport staff said they solicited proposals under an RFP advertised July 14 and received six qualifying proposals. Staff recommended Premium Parking after scoring and a value assessment, citing lower infrastructure costs versus legacy gated systems and an anticipated annual revenue to the airport of about $392,576.
Premium Parking representative D. Shaw explained the vendor's "free flow" approach: license-plate recognition on entry and exit, camera- or QR-code-based "camera pay," text-to-pay, and a mobile app for frequent users. The vendor also proposed pay-on-foot kiosks to accommodate customers who do not want to use a phone-based payment method.
Shaw said the vendor's Glideparks platform records entry and exit times via license-plate readers; platform-wide compliance has been reported at roughly 95.5 percent. For customers who drive away without paying, the airport would follow a layered enforcement approach: printed invoices left on vehicles, mailed invoices tied to plate records and, for repeat nonpayers, immobilization (boots) with on-site process to unlock when payment is made.
Councilmembers raised practical customer-service scenarios: delayed flights, veterans and other exempt plate categories, and how the system handles changes in travel plans. Airport staff and the vendor said discounts and white-list plate treatments can be handled by registration and customer-service intervention; staff also said a phased transition and communications campaign would be used to reduce confusion and allow staff to adjust policy choices before going live.
City staff said Premium Parking and aviation staff will coordinate communications (including signs and social-media messaging), and the airport operations center will provide 24/7 support during the transition. Staff recommended approval of the service agreement and inclusion on the consent agenda.
The council approved the consent agenda on a 7-0 vote, which covered the parking contract recommendation among other items.
