Council appoints CIAC chair, vice chair and adopts amended CIAC rules of procedure

The Fair Oaks Ranch City Council on Nov. 6 approved two related items for the Capital Improvements Advisory Committee (CIAC): a resolution appointing a new chair and vice chair, and a resolution amending the CIAC rules of procedure.
Deputy City Secretary Amanda Valdez said CIAC Chair Paul Maven stepped down effective Oct. 1. At its Oct. 16 meeting, CIAC recommended that Chris Wiegand serve as chair and Gary Miller serve as vice chair. Council voted to appoint Wiegand and Miller by resolution.
Valdez also explained proposed rule changes. One change formalizes the committee—s composition to align with Senate Bill 1883 (which raised the required industry representation to 50%). Another change permits the CIAC to select its own chair and vice chair each fiscal year rather than having council appoint them. Staff said council appointments would no longer be needed if the rules change is adopted.
Council moved and approved both resolutions by voice vote.

Implementation
Staff said that, if council approves the rule changes, the CIAC will no longer require council-appointed chairs or vice chairs and will follow the new internal officer-selection process annually. The rules amendment also updates liaison and city secretary roles and sets the committee—s regular meeting schedule.
