Council approves first readings to reclassify and rezone 329 Ammon Road for elevated water storage

The Fair Oaks Ranch City Council on Nov. 6 approved first readings to amend the city—s future land use map and to zone about 2.923 acres at 329 Ammon Road as Community Facilities, a move the city says will accommodate an elevated municipal water storage tank.
City Planner Jessica Raducio told the council the request is city-initiated and that the property is city-owned and was annexed earlier in the year. She said Planning and Zoning Commission held a public hearing and recommended approval to council. Raducio summarized the required procedural steps for a future land use map (FLUM) amendment and rezoning under the city—s Unified Development Code, including mailed notices, publication and a site posting carried out in September.
Raducio said the Community Facilities designation is appropriate for governmental and civic uses and that the proposed tank serves the city—s municipal water system needs. She advised council that, pending tonight—s first readings, the council will consider final readings for both ordinances on Nov. 20.
Council moved and approved the first reading of the FLUM amendment by voice vote. The council then approved the first reading of the zoning ordinance designating the zoning district for the parcel as Community Facilities. Both approvals were carried by general voice votes; second readings remain scheduled for Nov. 20.
The council did not receive public comment on either hearing. No final rezoning or comprehensive-plan amendments were adopted at the meeting; the actions taken were the statutory first readings required by the city—s ordinance procedure.
What happens next: staff will prepare final- reading ordinances and associated legal notices for council consideration on Nov. 20. If the council adopts final ordinances, the property will carry the Community Facilities FLUM designation and be zoned accordingly to allow construction of the elevated water storage tank.
