The City of DeBary adopted Resolution 2025‑21 to update its purchasing policy and procedures manual, raising several thresholds and clarifying procurement methods.
Finance Director Liz Bauer summarized the changes: purchases below $1,000 may be awarded on one verbal quote and approved by the department head or designated assistant manager; purchases from $1,000 to $12,000 require one written quote and approval by the city manager or designee; purchases greater than $12,000 up to $50,000 require three written quotes; and purchases of $50,000 or more require a formal solicitation process. The update increases the city manager’s approval threshold from $35,000 to $50,000 and consolidates procurement method descriptions to simplify administration.
Bauer noted the manual also updated sole‑source and piggyback procedures and added a directive that council should review purchasing thresholds when there is a change in city manager or finance director. The council voted unanimously to adopt the resolution.
