Board asked to extend pool contract and exempt three services from bidding

The three contracts to remain exempted until departmental rebidding are inmate food services (identified as Kell Bell Food Management in the staff memo), legal services for Gerard Davis, and auditing services for Bates Carter. Staff explained that exemptions are allowed under the purchasing policy and that departments will rebid when they determine service changes, failures, or price concerns warrant competition.
