North Bend approves $58,140 change order to add joint utility trench beneath railroad crossings

The North Bend City Council on Nov. 4 authorized change order No. 1 with the Northwest Railway Museum to install a joint utility trench below four railroad crossings (State Route 202, Main Avenue, Northwest 8th Street and North Bend Way) at a cost of $58,140 plus sales tax.
City staff said installing the joint utility trench now will avoid substantially higher costs if the conduit must be bored under the tracks later. Staff estimated the later installation would be roughly two to two-and-a-half times more expensive and noted the timing is opportunistic because the McClellan Street improvements project plans to place overhead utilities underground.
The change order will be funded with a combination of transportation impact fees and Transportation Benefit District funds tied to the McClellan project. Staff told council the Main Avenue crossing work should reopen by 5 a.m. this Friday; the Northwest 8th Street crossing is scheduled for a Sunday-evening start through Thursday morning next week; work at North Bend Way is still being scheduled pending traffic-control plans.
Councilmember Cohen moved to approve the change order; Councilmember Rustic seconded. The motion passed unanimously.
