The North Bend City Council on Nov. 4 approved a $5,299,691.32 contract with InterWest Construction Inc. to build the State Route 202 shared-use trail and associated frontage improvements, and separately authorized a construction-management and inspection contract with G&O not to exceed $658,700.
City staff presented the project scope, which includes frontage improvements adjacent to the wastewater treatment plant, a pedestrian bridge over the South Fork Snoqualmie River that will also carry a sewer utility pipe, and trail and boardwalk work in the Tollgate and Meadowbrook Farm areas. "The project is currently the highest rated project on the city's six-year transportation improvement plan," staff said. Six bids were received, ranging roughly from $5.29 million to $6.54 million; the lowest responsible bidder was InterWest Construction at $5,299,691.32.
Staff told the council the construction contract has three work schedules: two funded from transportation impact fees, transportation benefit district funds, park impact fees and REET; and a sewer-funded schedule covered by the sewer utility. On the recommended construction-management contract, staff said the $658,700 fee represents about 12.4% of the construction cost and covers inspection, geotechnical and cultural-resource monitoring work. "That falls in the 10 to 15% construction-management percentage we typically like to see for this type of transportation work," staff said.
Council members asked about landscaping to screen the treatment plant and the project schedule. Staff confirmed plans include mounding, shrubs and trees to screen the plant and estimated roughly 200–220 working days in the contract, with bridge fabrication taking about eight to nine months. Staff indicated major onsite work would likely start in March, weather permitting.
Councilmember Kohlin moved to approve the resolution accepting bids and awarding the construction contract to InterWest Construction; Councilmember Tremolata seconded. The motion passed unanimously. Council subsequently approved the G&O construction-management contract, with staff agreeing to provide monthly updates to the Transportation, Parks & Works committee while the project and related sewer work are active.
